What defines the boundaries? Roads, water, railroads. Is the area known for a particular name? What area is this community located in?
Oakley is located in Contra Costa County in Northern California. The community is part of the Delta De Anza. Oakley’s west border is Highway 160. Highway 160 leads to Oakland, San Francisco, and the Sacramento area. The city of Antioch borders Oakley to its west, and the city of Brentwood borders Oakley to the south. The Bethel Island is on the east side of the community. The Sacramento- San Joaquin Delta forms Oakley’s northern boundary. To the southwest of the community is Mount Diablo and the Diablo Range.
● Housing and Zoning
What is the age of the houses? Describe type of construction material, appearance, and general condition. Do you see single family housing? Multi-family housing?
Oakley is home to many young professional families. Being in the Bay Area, it is home to many commuters – with families working in other parts of the Bay Area and in San Francisco. It is a middle class area with single family housing. The construction material for the houses in this community – and in California as a whole – are built from wood. It follows the modern style typically on 1 to 1.5 town lots for each home.
● Common Meeting Places
Where do people in the neighborhood hangout? Who hangs out there and what hours of the day?
Common meeting places include dining establishments, church, neighbor parks, and the golf course in the neighborhood. The population frequency of the community varies based on the time day. Previous to the COVID lockdown, you would see more people out and about but due to the global pandemic, not as many people are at dining establishments and churches. Around 5 PM, there were a young population in the parks with their young parents. On the weekend during the day, you will see middle aged men in the park. At the local Target, you will see a diverse amount population at all hours of the day.
● Indicators of Growth or Decline
Is this a “thriving” community or does it look “run down?” Is there new or ongoing construction? Businesses and Industries coming to the area? Are buildings, roadways, and public areas clean and well-kept. Do you see dirt, trash, or graffiti?
Oakley is a thriving youthful community. You will find plenty of new developments being made. You will see new construction for up and coming family houses being built. You won’t see many businesses and industries being built in the area. It is more of homes being built, for this is a suburban area. The buildings, roadways, and public area are all clean and well maintained. It is out of place to find graffiti or trash in the area.
● Employment Opportunities
What places for employment are there is this area? Name the businesses and industries in this area.
As this is primarily a suburb with many commuters, the only types of employment offered in this area are the local Target, the Police and Fire Department, and other small businesses around the area. There are local dental, grocery and clinics where people can work as well.
How to people get from one place to another? Is public transportation available? How timely is it? Personal autos? Bikes? Walking?
People get from one place to another in their personal cars, Ride-Share options, bikes, and walking. You will not find any bus public transportation systems in the area, however the BART (Bay Area Rapid Transit) does have stop in Oakley. This connects Oakley to all of the Bay Area via high speed rail.

● Race and Ethnicity
What is the majority racial group represented? What is the majority ethnic group represented? Describe the distribution of gender, approximate ages, single families, multiple families, generational families?
According to the 2019 US census, the majority racial group represented in Oakley is 62.1% white, 36.9% Hispanic, 8.4% black and 14.43% other race. It did not appear that women slightly outnumbered men, there are 50.33% women and 49.67% men. According to the demographic profile on the city’s website, the approximate age of the residents are 29% 0-18 years old, 11% 19-25 years old, 20% 26-40 years old, 23% 41-55 years old, 10% 56-65 years old, 6% 66-80 years old, and 1% over 80 years old. The median age is 33 years old.
● Cultural Characteristics
What cultural similarities or differences do you observe? Languages spoken? Clothing? Ethnic eating places? Culturally-based celebrations? Signs in languages other than English?
English is the language that you hear in public places the majority of the time. That being said, in some public places, you will hear some speak in Spanish. The people in this communities tend to keep with Western culture and dress in American fashion. There are diverse eating establishments with Chinese, Thai, Vietnamese, Mexican, and Greek food to name a few of the cultural cuisines represented.
●Lifestyle Healthy Behaviors
What healthy lifestyle behaviors do you observe? Do you see people exercising, wearing helmets when biking, seat belt usage, using trash cans for garbage disposal, healthy eating practices?
You see people practice healthy behavior like seat belt usage, and using their trash can for garbage disposal. Kids tend to wear helmets while hiking and the practice of eating vegan and vegetarian of healthy eating practices. The farmers market is a place of frequent visit for a lot of Oakley resident as eating fresh from the farm is highly encouraged.
● Lifestyle Risk Behaviors
What unhealthy lifestyle behaviors do you observe? Do you see people practicing risky lifestyle behaviors such as drinking alcoholic beverages, smoking, fighting? Do you see signs of violence, gang activity, drug use, criminal activity, and bars on doors and/or windows? Do you see overweight/underweight persons? Do you see children unattended playing out in the streets? Do you see any signs of homelessness? Street people? Describe gender, age, and race/ethnicity of persons observed.
An unhealthy lifestyle I have observed as of late is eating of fast food, the increase consumption of alcohol and binge watching TV. It could be due to the current Cpvid-19 pandemic we are having but I can see that being a health concern for others down the line. I have not seen any drug use but am aware of a methadone clinic in the area to help people struggling with drug use. Kids are always being attended to. There is a great sense of community in the city where we look out for each other and support the kids as a whole. I have not seen any signs of homelessness or panhandlers in the area. There are a number of donation centers and food banks for people to go to in the event they need assistance. I have noticed that the neighborhood app is used a lot by Oakley residents to help people who are in need especially the elderly.
● Poverty Indications
Do you see any signs of homelessness? Street people? Describe gender, age, and race/ethnicity of persons observed.
Homelessness is not common in this area. It is rare to see but if you do see homelessness, they tend to be middle aged white men.
Services in the Community
Make sure you address fully what you observed and NOTE if something was not found within your community area, how far away it is and how people will access it.
● Social Services
Do you see evidence of recreation centers, parks, and social services? For services that are not available, how far must persons travel to access these services? Describe each.
Parks and recreation centers are highly common in this area. You see parks with children being active in every neighbor. It is within walking distance of most people.
● Health Services
Do you see evidence of health (Hospitals, Dr’s Offices, Clinics) and mental health services? Describe each. Are there any signs of alternative services in the area, such as healers (curanderos), herbalists, herbal stores, palm readers, acupunctures, chiropractors. For services that are not available, how far must persons travel to access these services?
There are health services throughout the city from clinics, nursing homes, assisted living communities, dental clinics, chiropractor and other natural healers. From my home there are four doctor’s office I was able to pull up that were 2.7 miles from me. Mental health services are within six miles from me in another city. There are four other cities next to Oakley that share a lot of the mental health facilities. No herbalist in the city of Oakley but neighboring cities have a couple nearby. To see an herbalist, one would have to drive 4.4 miles.
● Fire and Police Services
Do you see any fire and police services/equipment/officers? Where are the closest fire and/or police stations?
The nearest fire and police services are within mile of the “downtown” area. It is in a centralized area within a mile from the local schools and shops. Police is visible throughout the city at all time.
● Educational Resources
Where is the nearest public library? Discuss the Schools and Universities/Community colleges?
The nearest public library is the Oakley Library which is 2.5 miles away from my home. There are three school districts that operate in Oakley. Oakley Union elementary school district which operates six elementary schools, and two middle schools in Oakley. The city of Antioch operates a K-8 school and liberty union high school district operates one high school. There are a couple of private schools as well. Oakley does not have a community college or university. According to the city of Oakley website, the nearest community college is Los Medanos College in Pittsburg and is 9.3 miles away from Oakley.
What signs of religion do you see? Discuss the types of churches, mosques, temples? What services are offered by these churches, e.g., Day Care, Mother’s Day Out, Summer Camps, Languages Classes, Citizenship Classes, Food Banks, Clothing, other.
There are a number of churches and a mosque in the city of Oakley. There are also Christian religious base schools. Christianity is the dominant religion in the area.
Business & Industry
Describe stores and shops available in the community, e.g., grocery stores, gas stations, department stores. What type of business climate exists? Manufactures? Light or heavy industry? Large employers? Small business owners? Retail? Hospitality industry? Do people have to seek employment elsewhere? Is this considered a “bedroom community”- where people work outside this community but live here? Make sure you address fully what you observed and NOTE if something was not found within your community area.
There are a lot of businesses in the area. Grocery shopping can done at stores like Raleys, FoodMaxx, Grocery outlet, Lucky’s and Winco. Housewhole items can be done at Walmart. Target, home goods and TJmaxx. Clothing apparel can be purchase at Victoria’s secret, JC Pennys, Kohls and local small boutiques like Xios, Plush, Nichells and socialite. There are a lot of gas stations and more being built which helps with employment in the city. Oakley is a developing community therefore there are many home construction going on with new developments always on the rise. There are a number of hotels like Best western, comfort inn, Days inn, Hampton inn and holiday inn express for visitors to stay at during their visit.
What indicators do you see about politics? Posters? Headquarters? Make sure you address fully what you observed and NOTE if something was not found within your community area.
With the November 4th election just barely over, there are still people out protesting, holding signs of their party support. You hear the occasional car honking and people yell out in support of their party. Fortunately there has not been any reports of violence, looting or fighting. Everyone appear to be respectful and peacefully protesting. There are posters in front of houses and some businesses. Downtown Oakley is cleared out from all political posters. The city council has representative from all parties.
Do you see indicators of what people read? Listen to the radio? Watch TV? Are there any signs of media language other than English? Make sure you address fully what you observed and NOTE if something was not found within your community area.
No I do not have an indicator as to what people are reading, I assume the local Oakley press newspaper. With so much happening with Covid-19 and the recent election, people are likely reading and watching the news relating to coverage of both. There are usually postings in both English and Spanish at business centers around town. The local radio station 92.9 plays current music and occasional news coverage.

˃ Community’s Health issues
I was able to speak with John Amus on the phone. Due to the Covid-19 pandemic, I was not able to visit the local fire department. Mr. Amus spoke about the health and safety of fire fighters as they respond to a call for help. Back in September and early October, cities like Santa Rosa, Scotts Valley and Napa had to be evacuated due to north complex fires. Every year Northern California and the state in general has fire activities, this year was especially tough due to Covid-19. Assisted living communities were the most difficult to evacuate as these residents needed hands on assistance where they physically have to be carried out of the building. Social distance did not apply and wearing face masks made it all the more difficult. Those individuals who have breathing problems had a lot of complications and had to be sent to the hospital which escalated the fears of more Covid-19 exposures.
˃ Community’s Safety issues
Looting and break ins have been on the rise recently. With the weather changing, it is getting dark early there has been an increase in reported break-ins. Almost all the houses in my neighborhood have the ring doorbell app to help with extra surveillance of their homes. Mr. Amus advised to report any unusual activity to the police department. There was an incident where someone got stuck in a fire escape and both police and fire where called.

The community is like a watch group for each other and that has been a great additional support to have. They come together and watch out for each other.

Covid-19 is a concern for everyone especially those in the medical field. I interview Patricia Fergundez who is a school nurse. She is currently not working in the school setting but is picking up shifts as a home health nurse. She has concerns when kids go back to school and what those protocols will be to keep everyone safe when she is the only medical personnel.

The city of Oakley is a small community with a population of 43,991 according to the city’s website. With a community this small, it seems like everyone knows each other. The city is family oriented with varying age groups, race, religion and political affiliations. The city was “incorporated in July 1999 and considered one of California’s youngest cities” (). Residents of Oakley are family oriented and are helpful to each other. It is a community of people who wants to see its overall population thrive in terms of health and wellbeing. There are a lot of opportunities in Oakley and its surrounding cities. As a young city, the community is made up of younger adults who calls it home and want to maintain the code of ethics of the city which are honesty, lawful, respectful, fairness, teamwork, stewardship and accountability.
Oakley is considered to be a safe place to live. According to city rating “Oakley crime statistics report an overall downward trend in crime based on data from 16 years with violent crime decreasing and property crime decreasing. Based on this trend, the crime rate in Oakley for 2020 is expected to be lower than in 2016” (City rating, 2020). It shows that the neighborhood watches and surveillance that the residents have been doing for themselves and each other is working. With the increase in population I was expecting it to say that crime rates are increasing, it good to hear that it is decreasing and thriving.
The city of Oakley is a young up and coming community that is family oriented and very tolerant of its various inhabitants. It is a community where you can raise a family, maintain privacy and still be a part of a positive environment. When the city went on shutdown in early March due to Covid-19 outbreaks, I was amazed how the people of Oakley were able to come together via social media to connect with each other. There were daily check ins that neighbors were doing with each other, sending food items to houses, buying toiletries, keeping kids entertained ( leaving stuffed animals on the windows to play I spot) and sending recommendations on what to watch on TV. It was such a camaraderie amongst strangers who are an extension of a family. I think Oakley can serve as a place of positivity and togetherness that we need in not only the US but around the world.
