This is a research paper in the course “Data in and of the Pandemic”, which examines how data is being mobilized in our public health and healthcare systems in response to the COVID-19 Pandemic. The aim of the paper is to describe the proposals to implement mobile phone data, and technology, into health officials’ response. The first proposed method is by using population-level location and mobility data to monitor outbreaks, and evaluate the impact of e.g. social distancing orders. The other is to facilitate contact tracing – either through an app, or by using mobile phone data for traditional contact tracing – using smartphone Bluetooth data that records users’ devices’ proximity to one another, providing automated tracing of exposure to potentially infected individuals anonymously. Next, it describes how these data can be used for epidemiological and public health responses, and how some countries have already implemented them. Lastly, it is meant to call to action a multidisciplinary, multi-partnership, and national response that integrates mobile phone data in ways that A. enable relevant data to be collected and utilized for public health officials, B. protect user privacy and limit unintended use of the data, C. strengthen contact tracing efforts, all of which require input from all impacted stakeholders and sectors, and require regulations to be enacted to ensure this response to COVID-19 is not used for other unfavorable purposes in the future.
